Central District Alkmaar Overstad

The brief for the Vegro-area as well as Overstad as a whole is a very interesting one. There are may themes which have to be addressed which ask for innovative solutions:
- a contemporary alternative for an inner city area - with shops and offices for which the old town cannot provide - with sufficient, 21st century parking solutions - with a high density housing environment - in which the outside area plays an important role

For all these themes we developed the following strategy. An inner city area is a central place where all urban people gather to meet each other. An inner city is also an area where conflicting interests have to be reconciled: on the same piece of land, we want to park cars, shop, work, live, and have maximum privacy as well on balconies with sunshine, and all that simultaneously. This seems impossible but in fact it is quite possible, as long as we understand that the relation between the public, collective and private realm has to be carefully arranged.

Our strategy is the result of an extensive study about the city block in general and the ‘Hollandse bouwblok’ in particular. The city block is conceived as an organising principle which has to be unambiguous and f lexible at the same time. It has to be unambiguous in the way that the urban space is defined, limited as well as continued in the buildings. It has to be f lexible in the way that the block is developed, both programmatically as well as spatially.

The size of the block but also its repetition plays a crucial role. In order to obtain a recognizable regional central shopping area, we are in need of a common identity for the Overstad area as a whole. For that reason, we strongly oppose the idea to divide the Overstad area in spatially contradictory sub-parts. We have developed an idea for Overstad which gives it a unique character, while leaving open all kinds of possibilities in both time and space for the development of the area. We can do that by mixing different uses (houses, shops, offices) but above all: by developing a smart way to mix Public, Collective and Private (OCP).

This plan was awarded a honourable mention at Europan competition.
